I applied for my mother's parental sponsorship last year and unfortunately, her name did not get selected in the draw.

This year I am submitting her super visa application instead. Now immigration looks at supervisa as a visit visa which it is, does that mean that immigration can say last year you showed intent to reside in Canada by applying in the draw. This year you are showing temporary intent which is a conflict and reject the visa.

No - they shouldn't say this.

However she still needs to provide evidence of ties to her home country in the super visa application.
