Hi, I'm about applying for super visa for my mom and have a question. Do I have to apply for the medical insurance and add the proof to the super visa application documents at the the time of applying for the visa or I have to be issued the visa first and then purchase the medical insurance to give to the border officer when mom is arriving in Canada?

You have to purchase the medical insurance and submit the documents altogether. Make sure with the insurance agent that it is refundable.
