I am managing applications for my father-in-law to Canada.
He currently lives in Iran.
His wife (my mother-in-law) lives with us in Canada and she is a Canadian citizen. They were married in Iran and have been married for several years (i.e. beyond PR spousal minimum).
She intends on remaining in Canada, but has and will keep ties to Iran, and will likely visit.
My wife and I are citizens of Canada by birth and have been fully employed for 8-10 years.
We have two children.
I have been considering whether to apply for super visa (as grandparent), PR (as spouse), or both.
Have some questions:

Have some questions:
- I assume that I can apply for a spousal PR application while he is here on super visa. Is it more beneficial to apply for inland PR while he is in Canada on a super visa, or outland PR? I'd prefer to apply for super visa now, so he can join us a little earlier. I would expect PR application (inland or outland) to take much longer.
- Is there any reason why spousal PR application would be rejected based on age? They are both in their early 60s. My mother-in-law does not work. My father-in-law may find work but I'm unsure whether he'll be qualified for work here. My wife and I will demonstrate full financial support in the application.
- In your opinion, am I better off going the route of outland spousal PR now, or super visa now and inland spousal PR later?
