Super Visa - Query

Good day!
I have a question with regards to super visa. My parents super visa is expiring in Aug 2027(10yr expiry). Currently they are in Canada and will be travelling back home by end of this year. Can they apply for a new super visa immediately after they reach back home or is there any timeframe or cooling off period before they apply?

1. is there any cooling off period or can they apply anytime immediately after they reach home?
2. Will there be any challenges with active super visa? If the approval comes earlier. How it will be handled?
