Super Visa Processing Time if Visitor Visa is rejected

Hi Folks, I am pursuing for Super Visa for my mom through one of the consultants in India. They told me since my mom had one visitor visa rejection in the past it might impact the timing of the super visa and I might get approval in around 8-12 months, but if I apply for a visitor visa it will be quick. How true is that?
