Super Visa Issues

I am Nepali citizen.
My brother is permanent resident of Canada since 2010.
This year he called my parents to Canada for 6 months on super visa.

What are the procedures to get there? How to apply for it, as there is no embassy of canada in Nepal.

Your question is confusing. It sounds like your brother already applied for a super visa for your parents and they received it. If so, what is the super visa issue? What is the problem with your parent's application?

Earlier it was shown on tracking result that processed passport has been dispatched from the Canadian Visa Office New Delhi on 02/12/1015 to the CVAC Kathmandu till today evening (local Nepali Time 4.00PM).But just a few moment ago by tracking came to review different message Visa application, tracking ID No.20151118NPKTTRV***** – Your processed passport has been dispatched from the Canada Visa Office NEW DELHI, on 07/12/2015 to the Canada Visa Application Centre and is ready for collection. To know more, please call VAC helpline number or visit VAC website.My question is that why tracking result shown as two different date of dispatched (1st one is 02/12/2015 & the latest one is 07/12/2015)?Is there any thing wrong indication or just as usual process?Please assist.
