Super visa from within canada?

Hello,

My mother (Icelandic) is already here in Canada as a visitor and we have applied for an extension of her visitor status. We have yet to get approval on this application (right now she is therefore on "implied status") and its been way past the normal processing time (almost 3 months).

But now my mother wants to get a super visa and my question is: Can we apply for a super visa from within Canada?
If so, how should we proceed, wait for the other application to be aproved (hopefully) or go ahead with this new application?
