Super Visa for my American Mother in law

We are looking at having my husband's mom fill out an application for a super visa. My question is: can she cross the border while application is still in processing? Or does she have to stay in the USA until the application has been processed?

She can travel to Canada if she has a TRV.

She would need to leave and reenter to initiate the supervisa.
