Super visa - Can we submit passport in different country

Hey Guys

I have applied for super visa for my parents in July this year. My father got the visa, but my mother's visa is stuck without any updates. They live in India and they want to travel to USA now, if my mother gets approval for super visa while she in USA, will she be able to submit the passport from US? or she has to do it in India ?

Can anyone please help or clarify.

If possible, could you please point me any link or doc to read up further on it. I tried searching a lot but could not find the exact process or detail.
