Dear friends
I am 37 years old man. I have PhD in Mathematic. I am assuming I can get at least 7 in IELTS. I am thinking to apply for PR for Canada via express entry. While I calculate my points, it is always below 400 because my spouse is earning very little points to add up. Should I apply or give up the hope of applying?
 
A score below 400 is much too low to get invited anytime soon.

If you have a PhD and 3+ years of work experience, you have to max out your IELTS. You'll get a lot more points. What do you get if you calculate with a CLB of 9 in the IELTS?

It is giving me 438 with CLB of 9 in IELTS which is still lower than the past cut-offs.

Yes, but 438 gives you a chance at least. It dropped to 438 in January 2019. And what about your spouse? Can she improve her IETLS?

The lowest score ever is a 413 (not counting special draws for FST, PNP). Anything below 400 is basically impossible unless:

1) You get picked up by a province under their provincial nominee program.
2) The rules change drastically.

Of these, (1) is more likely than (2), but it's not a very good chance since provinces usually tend to pick younger candidates.

Your best shot is to improve your IELTS and try to come close to 440. If you get to 440+ you have a very good chance of being invited in the next few months.

I put maximum in my IELTS score but there is room for my wife to score more on IELTS. Thank you I really appreciate your time to explain things.
