Someone with 63% in bachelor's of engineering, what are the options for admission to a master's program in any reputable university in Canada? bachelors in electronic engineering, experience in telecoms engineering, experience in NOC 2147.

Impossible to say. Depends on what other international students apply to the program that year. Will likely be tough but in a second tier university may be possible.
I have no suggestions. I think this individual will need to do this research themselves.
Some examples in Ontario would be Brock, Trent, Nipissing, etc. There will be a list of rankings online. Not all of them will offer masters in Engineering.
Will likely depend on your area of work. Work experience usually helps if you are working in a specialized area where your work leads into a masters and is much higher quality than your grades. These are rare cases. Especially when it comes to study permit approvals grades are very important.
Definitely Avoid. This would not be considered a tier2 schools. Avoid all private schools.
