i know someone who did not take the IELTS and got PR. Don't know how many points they were given. I think they needed few points anyway.

If English is not your mother tongue, it is safer to take the IELTS before you apply, to see how many points you can give yourself to make sure you have at least 67 points. Otherwise you are taking a chance that they will either not ask you for IELTS or that you will be able to get however many points you awarded yourself for English. It would not be a nice situation when you have a timeline to send in your documents and you must get 16 points on IELTS. It's not like you can take another test every day until you get a good score. You will be limited to when they are offering the test where you live and that may only be once a month or less.

Back to IELTS, I have never taken it myself and if I was applying today, I would not hesitate to take it to make sure I had the required number of points before applying. If your English is as good as you think it is, you should not have a problem getting a high score. If you can not afford the IELTS, you can probably not afford to immigrate because you will need to have over $10,000 for funds before you arrive.
