Submitting passport in a different country after PPR???

Is it possible to submit passport in a different country than the one you submitted your biometrics at? I submitted Biometrics in Panama back in September and now Im being asked to submit PPR but Im in the middle of a 2 month trip inside the US and they're only giving me 15 DAYS to submit it.

I emailed them 2 days ago and no answer yet. PLEASE HELP
