Submitting EOI(expression of interest) without Express Entry.

First, I applied for an "express entry" and found ineligible.

Now, I have submitted my expression of interest in one of the provinces. I want to know if I should open an express entry application again or should I wait for something from the province?

If you are ineligible under EE, you can only send EOI in Saskatchewan and Manitoba. Did you apply there?

I have applied for Saskatchewan and for Manitoba I will submit it today.

I have also given IELTS again to increase my score. So, if I am eligible for Express entry with my new scores, should I apply for express entry and wait for either an ITA from EE or a reply from EOI?

Is that correct?

You can apply under both simultaneously. For Manitoba, you will get an LAA only if you have any sibling or relative in Manitoba.

For Saskatchewan, you will need licensing if your JOB NOC code needs it.
