Submitting EE profile with 1 year work ex

I landed in Canada on WP last year in Dec end. Can I submit my application with 1 year Canadian experience in November itself ? I consulted few people and was told I can since it's considered based on month, not on specific dates.

You need to have at least a year of work experience on the date of the ITA, so wait until December.
