I am really concern what does the review required in NOTES 2 mean. Besides can someone explain notes 3 for me please? My medical exam did expired 02/02/2019,however I did not received any email from cic regarding my medical yet.

Were your POF fund included any FD or anything except Cash? That can be the reason fro RR.
If your medical has expired i would suggest you to get a medical and update the same to IRCC.

funds most in my TFSA account. little bit in the checking. Can I go ahead and do the medical exam without a file number or something that the clinic can upload to CIC?

you can go for medical. But if you have not received any communication from IRCC wait.
