Just an hour back,collected the passports. They have given a Visa stamp on the passport and also provided two copies of COPR document,which are to be carried while landing at Canada. Another document has all the details regarding what all needs to be done or carried while travelling to Canada.

Any idea how much time it is taking now a days to get pssports back?

Currently, the trend seems to be 13 days at the fastest.
Which VFS office did you submit your passports at?

The PPR letter says, to inform them for pregnancy as well.

Alright, just went through my copy, and you're right.
So in that case, I think the best solution is to:

a) Email CIC (which you have done)
b) Raise a CSE (I would do this right now)
c) Submit your passports before October 8, with a cover letter, to which you attach print outs of your emails to Ottawa and NDVO with timestamps

Are you 100% sure?

May be south Indain applications are going to Bangalore for work load distribution. Its just printing the COPR and putting in the visa sticker in passport. There are no checks or nothing after PPR.

I sent my passport thru Bangalore VFS.. It's currently in Delhi
All passports must reach the Delhi high commission of Canada for COPR and visa stamping
Bangalore visa office only deals with student permits, tourist permits. That too intake of applications only I guess.
The major work is done at the Delhi office.

My wife's passport has been sent from HYD VfS to Bangalore Visa office.

Yup. All PR applications are processed by NDVO. No exceptions. The other VOs are for student and visitor visas, and the like.
