If you want to come to Canada to complete a program that is six months or less, then you should apply for a visitor visa.

If you want to come to Canada to complete a program that is ore than six months, then you will need a study permit. To be approved for a stuty permit you will first have to be accepted by a school in Canada - then you will be able to apply for a study permit. As part of this process you will have to demonstrate that you have sufficient funds to pay for your studies by showing a bank account balance of somewhere between $20K and $30K (depending on the cost of your program).

In both cases you will need to demonstrate that you have strong ties to your home country and have no plans on remaining in Canada long term.

To be approved for the study permit, you will also need to demonstrate how the program you want to take in Canada makes sense in light of your past education and employment experience. Since you are older, you can expect it will be more difficult to prove that you are a genuine student and aren't just using this as a means of getting to Canada. The letter of invitation from your sister in Edmonton will not help you to get a study permit.
