Hi

I am a work permit holder in Canada with full time job. My younger sister studying in U.A.E, will complete her grade 8 by March 2022.

Can I apply for her student visa? she wants to learn French which she already has in U.A.E as well?

Sure, she can apply for a study visa. You will need to show a bank balance of at least $25,000 to show IRCC you have sufficient funds to cover tuition and living expenses. You should assume tuition will be $15,000 per year. You will need to indicate that you will be her guardian while she is in Canada. Also, you will want to find a school that is within the district where you are living that is willing to accept her as a student. You need to do this before you can apply for the study visa.
