Hello..i have applied canada study visa in 16 april 2018.and Visa application, tracking id ***** – Passport has been couriered from the Canada Visa Application Centre, on 08/05/2018 vide courier partner. To track the status of the shipment, please visit courier partner website. But today my agent say embassy not declare a result.and not send any email.she says decision is pending.whats mean this message.any one suggests me pls.is it + sign or - sign

The decision is not pending. As your passport was returned without your visa counterfoil pasted in it then unfortunately you have been refused
