Hello.

Male, 34+ yo, Married, Unemployed, from Bangladesh.
My younger brother is already in Canada.

Previously, I received acceptance from an accredited university to study MSc by Research. My study visa was refused thrice. Citing the reason that I already completed an MSc.

Now, I have received an acceptance to study in a PhD program. I have achieved a TA position. Which means I have a guarantee for tuition fee and living expenses. But, I don't have any fund in my bank.

What precautions should I take to avoid another refusal as they have an option to refuse me citing my unemployment.

From which university did you get the acceptance ? Did you contact a potential supervisor before submitting your application?
 
@canada_going_people you didn't give your complete profile which is very important in answering your question.

First, if you reapplying again, request for your Caips/gcms notes before doing anything

Secondly, how was the SOP you submitted? was it strong enough to convince the VO on your 2nd Msc?

Thirdly, the VO's are always concerned with your financial(BS) and employment situation which clearly shows you can take care of your living expenses while you study

Fourthly, who was your sponsor?

Fifthly, was your intended course related?

...all this can result to an accumulated numbers of refusals

Your best bet is not to rush to reapply, work on these few highlighted points and assess your documents again before starting procession but you must have a convincing amount in your BA.. VO's are after seeing the balance
