Study visa on low academics

Hi everyone..
My academics r 50% in 10th. In 12th 49%..In graduation 48% (degree). And recently i had done hotel management diploma 1 year study + 6 months IT. With overall 68%. And i hv 6.5 bands in ielts.
Can i apply for study visa in canada?? Without having any fear of refusal..please guide

You'll need to do a good job of explaining to CIC why you need another diploma and why you need to come all the way over here to get it.
