My study permit is expired 29 august, 2019 and i applied for new on 27 august, and my studies are finished on same day of permit expiry, so will my permit will be extended or not.

It might be extended for 3 month or so especially if you explained why you need it. The advantage of applying for pgwp with study permit is that you can legally work as soon as you apply, if you apply with visitor status you cant work until pgwp is granted.
