I have accidentally worked 28 hours in a week. Which is a weekly paid company. I have worked 7 hours in a upcoming week. It only happend once. Will that be a problem in my future applications in canada ?

Dont do that again in future. Otherwise it can lead to refusal of your work permit.

Thanks, Currently I am working 20hrs/week. I am not going to break any rules. But I am still quite confused by many people who says that while I am applying pgwp they only see my yearly average. I haven't worked for 7 months since I came to Canada. Is that true they see the yearly average ?

No, it would not be a problem. Do not listen to people. Do not exceed your work limit. There is reading week as well during sem when you can work full-time. So, dont exceed work limit in future.
