Hello before few days my study visa got rejected due to less percentage but one of my relative got a visa after applying the same file again with lesser percentage than me so i am thinking to apply with the same file again so let me know should I go for it

Percentage? What percentage?

Same files coming from different people very well may have different outcomes, there are many variables involved.

Reapplying with the exact same documents as before will result in another study permit refusal. If you've been refused because of low percentage then unfortunately there's nothing you can do to change that percentage

BTW what were the minimum marks required to get your degree/qualification? Are you applying under SPP? What's your overall IELTS band?
 
I got 6 band overall and i got admitted in college after giving entrance exam i don't know whether i am under spp program or not but may be I'm under spp program
