My friend got a rejection letter after applying for a study permit within Canada. She has a PAL, acceptance letter from the college for the program (2-year), is currently on visitor status but has completed a pre-req language course (in the same college) needed for her studies that will begin in Sept. The text above was the only reason given for the rejection. Anyone has similar situations before? How should she proceed on the next step?

Any guidance will be appreciated. Thanks.

You can’t apply for a study permit from within Canada you have to apply through an office outside of Canada.

It sounds like you either did not provide enough evidence to show that the program you are taking is a pre-req or IRCC doesn't believe you meet the within Canada application requirements, even with the information provided. It might be best to submit an application through the outside of Canada process.
 
Usually a language/English course is not a pre-requisite for a program. Pre-requisite would be taking a biology course to satisfy admission to a health related program, as an example.

Thanks for the input. But if it is listed as an admission requirement for the program it cannot be counted? They even wrote it on her letter of acceptance that she took the English as a pre-req but I guess IRCC doesn't recognize that?

That is strange because in her acceptance letter for the program, the school did put a note that the English language course was a pre-req for admission. Hmmm not sure what other documents they would want from her as proof..

Reapply with PAL (if not Masters) as outland. The issue may be is that whether the English language course is a pre-requisite for everyone who applies to the program. If the course is then ask the college/university to provide a letter stating that this course is a pre-requisite for all incoming students or a CLB XX in a language test. Then include unconditional offer with English language course completion.
