I am currently waiting for the process of my CAQ for studying in Canada, Quebec in particular. I have some major urgent concerns regarding my specific case.

Please find my background information below:
  • My nationality is Indian. I already have a Canada visitor visa (multiple entries) valid up to the year 2020. I have a Ph.D. admission offer from a university in Quebec, and I am scheduled to join in coming Fall starting September first week. I am running a little late in the application timeline for study permit etc.
  • Meanwhile, I have started my Study Permit application online and will be submitting it once I receive my CAQ approval in the online my CIC portal.

I am looking for answers for the following concerns of mine:
  1. Is it okay for me to travel to Canada, during the time when my online study permit application to is under review and is being processed (via my visitor visa)? Is there any risk and potential chances of being denied entry at the border control?
  2. While my study permit application is being processed, if I enter Canada on my visitor visa, What would I need to do once the study permit is approved to start my studies?
  3. Do I need a *new* Temporary Residency Visa (TRV) once I obtain my study permit while I am in Canada or my current visitor visa would suffice along with the study permit to register as a full-time student?
I have read online a lot, tried emailing the Canada embassy (who do not take enquiries on call) and VFS (who do not handle online application enquiries), but I am uncertain and wish to get a clarity on these doubts so I could plan my travel ahead in time and prepare for the upcoming semester in advance.

I really appreciate your time in replying to my email.
Please reply at the earliest convenient time. Looking forward to your reply.

1. You can travel to Canada but will need to make sure you have a return flight ticket since you are only able to enter Canada as a visitor at this time. There is always some chance you may be refused entry.
2. I believe you'll need to re-enter Canada via a US/Canada land border (or fly out and back into Canada on an international flight).
3. No.

Something to keep in mind is that it's illegal for you to start your studies until you have a study permit. If the processing of your study permit takes too long, there's always some chance CIC may ask you to defer your studies to the following semester.

Thanks a lot for your reply. Appreciate your time.

Yes, I completely understand I cannot start school unless study permit is approved. Since I have the visitor visa,I wish to utilize the initial time to look for housing etc till my study permit gets approved.

I did not know that CIC can also ask to defer studies as well? I assumed this is something more dependant on the school letting you start late or not depending on the date you can make it with all legal documents.

You will the study permit don't worry, I also had the same issue when I applied my study permit June 10th and get approval 28th June. I also had visait visa already expire 2020 and also had masters degree and I applied for postgraduate diploma Certificate so don't worry, make sure your SOP is strong enough, try to state how you will finance your studies and others!! Good luck!!!

Hi,
Did you apply for Study permit from within Canada while you had a visitor visa?
