Study permit rejected twice, want to apply again while in Canada

He applied from france to study in canada twice but got rejection, now he is in canada as a visitor and wants to apply again for study permit. What should he do please, any advice ?

Why was he rejected? This might look even more desperate to the IRCC, being in Canada does not make any of the study permit criteria easier.

So coming to Canada on a visitor visa and then trying to switch to study permit might confirm those suspicions even more. I suggest he gets caips notes and applies again from home after fixing the issues in notes. www.caipsgcms.com

Why did he get a visitor visa if his goal is to get a study permit. Does he want to stay in Canada indefinitely?

You have to apply for a study permit from your home country.

You can apply from Canada but must send your application outside Canada to be processed. Normally to the US.

Is he French? Applying while not living in your home country is one thing that can lead to refusal.

It’s been refused twice , he elected to come to Canada, just by being in Canada does not mean they’ll be approved. It’s obvious they want to be in Canada just from what’s posted , what do you think a VO will think ?
