Study Permit Rejected, confused with reasons

Hello, My friend's study permit got rejected on 29/03/2021
The reason of rejection is Family ties in Canada, no sufficient finance and assets, and unconvinced that she will leave Canada after her studies. Her dad applied to accompany her for 2-3 weeks so she could settle down at Alberta. They declared that they have a living relative in Canada residing in Vancouver. However, the reason of financial and assets does not seem right as she has more than a 150k CAD in her dad's bank statement, her dad will be sponsoring her entire studies.
She did mention that she did not provide a statement of purpose and that her dad did not provide a letter of financial support... is that the main reason that she got rejected?
Right now she's contemplating whether to appeal or to reapply.
Please help and reply, its urgent!!!

Order GCMS notes to get full reasons. Can’t really answer without knowing her profile.Why would she appeal for a Judicial Review without knowing why she was rejected.

1. Family ties in Canada: Did the letter just state this or did it say, Family ties in Canada and in country of residence. Usually it says both.
2. If her father didn’t provide letter of financial support and his bank accounts (personal not business) then what funds did she show?
3. What is her program? And does what is her current education?

Her father can’t travel with her right now due to Covid unless he has written authorization to travel by the government. Does he a visitor visa? What did he apply for?

1)yes the letter just said that
2) She just submitted his (Dad) personal bank account and statement for the past 4 months.
3) She is doing a Bachelors degree in art and design with a minor in biological sciences at the university of Alberta. Her current education level is Ontario Secondary School Diploma.

Apparently they applied together on the same account, under her study permit that he will accompany her to Canada to help her with university life preparations. They declared that they have a living relative ( Her dad's sister) living in Vancouver.

- Suggest she apply on her own and that her father apply for the TRV separately / later. She should be willing / able to travel on her own and this will strengthen her application.
- What is her home country? She she living in her home country or elsewhere as a temporary resident?
- What are her IELTS scores and previous marks?

She should reapply and strengthen her application.

Actually she completed her high school in her home country of Malaysia. There is a college/international school that offers the Ontario syllabus up to grade 12. I completed the same course too. Her parents are still married and together when she completed her diploma. She is currently 18.

OK - that's all good.

I think the main mistakes in the application were not including a letter from support from her father and also having her father apply for a TRV along with her application. She should apply on her own and be willing to travel to Canada on her own.

He did his studies in New Zealand before. Other than that, none that can be recalled. He did leave New Zealand to his home country to work and raise his family.

Getting her daughter settled is not neccessarily essential given he must quarantine for 14 days.

Ultimately there is no guarantee the TRV will be approved. Also, depending on how soon his daughter is supposed to come to Canada and start school, travel restrictions may still be in place preventing him from traveling. His daughter may need to travel on her own.

If he is travelling to Canada to visit his sister, will that count as essential? If he does get his visitor visa and they get to travel tgt and quarantine tgt for 14 days will that still allow him to accompany her?
