Study permit Refused

Hi guys, my study permit was refused for laco of biometric evidence but in my request was never asked for this.
It stills says that I dont need to submitted yet but in the letter says that this is the reason.
I dont know what to do next because im afraid that if I try again it would be refused by the same reason

Have you previously submitted biometrics?
When you submitted Study permit this is a mandatory question & your overall application fee is computed based on that

Yes but no for this reason or any other paperwork.
I went to Canada a year ago as a tourist and I had to register my fingerprint and take pictures at the airport. The normal procedure when you go to other country.

eTA, for this reason when I registred for the study permit I selected the option that I had never provided my biometrics.

No, I never got asked for, only to pay my study permit

You'll probably have to make a new application.
