Your first reason for refusal is funds so why not increase funds and go to a public DLI. You have to increase your funds because you are not showing enough even for a private college. If you switch, how will you pay for school. Vancouver is very expensive. As for ties, all you can do is try and show whatever ties you have - father, siblings, job opportunities and salary to justify costs.

Funds are cash not properties so increase in funds will improve your chances since that was the first reason. Ties may or may not increase your chances if you don’t live in Morocco for a while and re-establish ties.
