study permit - need help

Below is my profile :

Country of residence - India
Currently in Canada on Visitor Visa
Brother is Canadian Citizen and parents applied for PGP application for permanent residence.

I was married in 2017, married didn't go well, as my in law family was not allowing me to pursue study or even work. I was living with my parents in India from 2017-2018 and working. The only problem i am having is the gap in my studies. I am 27 years old female / no child.

IELTS - L - 7, W-5.5, R-5.0, S-6.5 - OVERAL- 6.0
12th / High School - 2009
Dropped out of Bachelors in 2010
2010 - 2016 - Working in India as Customer Representative.
2019 June - filed divorce in India, decision still pending.

I want to apply for study permit to enhance my career further.

Please let me know if i am eligble to apply for study permit in canada.
My Top Course preference : PSW, Social Services, CSW , Child Care, Business, Arts
2 years PG Diploma or Bachelors.
Province : Manitoba, Sasketwan, Maritimes Province.

Please let me know if there are colleges accepting application for fall 2019.
Or if there is any consultant who can prepare a strong application attaching SOP and explanation letters .

Your IELTS score is too low. You need to retake the test and score at least 5.5 in each category (preferably at least 6 in each category).
