How will I get a study permit as due to lockdown IELTS centers are closed?

1. Most Universities in Canada require IELTs/CELPIP for admission.

Because Canadian immigration recognizes gives visas on the basis of IELTS. On the other hand, if we apply through SDS it clearly says that they require IELTS and they won't accept other tests like Duolingo which colleges and universities are accepting right now.

IELTS tests are still going on in a lot of places according to their website they also offer some alternative online test now. IELTS is also not officialy required for visa under regular application in most countries.
I guess you could point out some english qualifications or if you studied already in English or even Duolingo test to improve your case.

Well then don't apply through SDS...

Regular study permit don't need IELTS or any other language score. That's very clear on the application web page.
