Hello, I started my education in September 2021. Since then I haven't worked for part time. So I have a question related to hour's. What if I work for 40 hrs now till I make up the missed hour's when I didn't work. Is it legal?

No, it's not legal. If you work 40 hours then you will be working illegally and in violation of the terms of your study permit.

You can work a maximum of 20 hours a week during your studies.

You cannot "bank" your work hours.
The ruel is 20 hours a week and it's calculated per week.
It's not legal to work over 20 hour per week. (add the hours at the end of a week and it should not be over 20 hours)
