So this may be a very basic question, but I'm trying to understand if there is anyway one can obtain a study permit in time for the January 2021 programs. Reading this:

It's obvious one cannot actually travel to Canada unless the 2 mentioned conditions are met. I am also reading about AIPs and what thet are. I will really appreciate if anyone can just summarize the situation at this point in time. Can one get a study permit and land in Canada as an international student if an institute has sent a letter of acceptance.
