Study Permit for EU Citizens at Port of Entry

Hello all,

I'm a work permit holder, my fiance holds visitor record for a year. We're EU citizens, so we don't need a TRV.

Is it possible to get her study permit at port of entry? As a work permit holder family member she can change status within Canada, but paper applications and online applications processing times inside Canada is about 80 days.

study starts next week, but processing time inside Canada increases every week

Just got response from CIC. Not this is not possible even for EU passport holders. only for the US citizens or US's PR holders.
