Does anyone have experience in getting study permits for elementary school students?
A friend of mine wants to send her twin sons to Canada to start elementary school next year (they are 6 years old). What do you think is the chance of their study permits being approved?

At that age, chances are extremely low. Also note that the mother cannot get status in Canada based on her children's study permits and she would be required to show significant proof of funds to cover $26,000-$30,000 in tuition per year plus living costs.
