No, the delay does not mean rejection. No one can tell you for sure about the delay but IRCC is in a messed up situation and has created huge backlogs as a result of them being unorganized and not taking the corrective actions in time. Some people get decisions in weeks, some after months. All you can do is wait and be prepared for worst-case scenarios. Webforms don't work as you will only get a generic response blaming COVID and war.
I'm presuming you've applied from Bangladesh? The current processing time (approximate) is 11 weeks as per the website. You mentioned that the eligibility review for your application began on March 17th of 2022. That's Day 1. It's been about 8 weeks (65 days) since then. So hang tight a little longer. I'm sure you'll get an update sometime in June.
Webform may work if your processing time is longer than the maximum processing time suggested by IRCC. Check processing times - Canada.ca
Also, some people will start a new application if the old one didn't get result for a really long time. Sometimes the new one gets approved fast and they cancel the old application via webform. It may be a solution but I do not recommend it because I'm not sure about the risks of having two applications at the same time.

That is not how processing time works. In IRCC's words, day one is when you submit your application but I would count the day your biometrics get updated as day one.

No, it will not cause any issues. As long as you didn't alter any documents you don't have to worry about anything, especially when the error is this minor.
