Applied through Canam Consultants..processing started on June 23rd..with medical and passport given as well. Can i expect a response in 3 weeks?

My wife applied for study permit and me open work permit (applied together,paper based application,GENERAL Category,upfront medicals,passport's submitted) on 10th June @ New Delhi VFS & later (after two days) it moved to BANGALORE VFS ...Till today no update..Waiting for reply from CIC
