Hello, Hope you're well. Recently, I have received my study permit approval. My institution name is Memorial University of Newfoundland. I didn't send them any tuition fees in advance. Now my question is if i change my dli number will it create any problem? I want to move in montreal. I am really worried when should i change my dli number? now or after reaching in canada?

Study permit for Quebec has some extra requirements, so I believe it wouldn't be as simple as just changing DLI.

If i want to move in Vancouver?
As i didn't not paid any advance tuition fees and also changing my institution, will it be a problem? In other words, it sounds i just use this institution to enter canada.
 
I guess Vancouver would be fine. The institution will probably not refund any administrative fee you paid to get the acceptance letter you needed to apply for the study permit. As long as you get a new acceptance letter from a different DLI it shouldn't be a problem. But you should still consult at IRCC, I am not an expert.
