Study Permit application for Fall 2023

Hi, I need some guidance applying for a study permit for Canada from the United States. I am in the US on a study visa and have a funded Ph.D. offer from a University in Canada. Can I apply for my spouse's visa application along with my study permit application, though he is not in the United States right now but has B1B2(visit) visa? Can I process his application with mine here in the United States, or does he has to apply separately in his home country?
