The IRCC has strongly recommended Fall 21 students to apply for study permit before 15 May. The students who are yet to graduate from their Bachelor's program and are going for Fall 21 have not received degree certificate.
Is it possible for those students to apply for study permit before completing current programs, i.e. without degree certificate, with latest mark sheets or transcripts ?

Yes it does not ask you to upload your degree certificate anywhere.

Depends. If your LOA is conditional upon the successful completion of your current program, then it's better to wait to complete. I think it's best you ask IRCC directly about this. They are constantly changing the rules.

Your transcripts and certificates should be uploaded under the client information section.

Provided you have unconditional offer of acceptance, which i doubt then you are okey to apply
