can someone get a study permit and work permit total of 4 years visa when applied for study permit?

1. No. You aren't eligible to apply for an off-campus work permit (20 hours/week) until you have completed 6 months of eligible schooling and have passing marks. As long as you keep your marks up, the work permit would be renewed to the end of the course.
