So basically, I arrived in Canada in November last year with my Dad. I have a study permit while my dad has a work permit. I joined a highschool and completed my 12th grade in Toronto. and since my dad has a work permit, this made me eligible to pay domestic fees for university (currently in Ryerson University in toronto).
I wanted to work Part time to save some money, so i applied to get a sin number however due to a condition on my study permit ("THIS PERMIT DOES NOT AUTHORIZE THE HOLDER TO ENGANGE IN OFF CAMPUS EMPLOYMENT IN CANADA") i wasnt allowed to get a sin number and therefore not able to work.
I applied to amend my study permit to make me eligible to work and mailed my application to get it amended. After 4 weeks of waiting i got my application back to me along with my study permit saying this amendment is denied.
In the letter it says:-
We are refusing your amendment request since as a student in secondary institution not all the criteria outlined in section 186 (V) of IRPR were met:
I further checked on this SECTION 186 OF IRPR and its a section about foreign nationals holding study permits in canada. HOWEVER I am not a foreign national so why was this denied?
Please help, as I need a sin number to work part time as well as to open a bank account here etc.

- the program in which they are currently enrolled is a post-secondary academic, vocational or professional training program, or a vocational training program at the secondary level offered in Quebec
