Study Permit Amendment got denied due to me not joining university in quebec???? Need help as this is really insane if its true

So basically, I arrived in Canada in November last year with my Dad. I have a study permit while my dad has a work permit. I joined a highschool and completed my 12th grade in Toronto. and since my dad has a work permit, this made me eligible to pay domestic fees for university (currently in Ryerson University in toronto).

I wanted to work Part time to save some money, so i applied to get a sin number however due to a condition on my study permit ("THIS PERMIT DOES NOT AUTHORIZE THE HOLDER TO ENGANGE IN OFF CAMPUS EMPLOYMENT IN CANADA") i wasnt allowed to get a sin number and therefore not able to work.

I applied to amend my study permit to make me eligible to work and mailed my application to get it amended. After 4 weeks of waiting i got my application back to me along with my study permit saying this amendment is denied.

In the letter it says:-
We are refusing your amendment request since as a student in secondary institution not all the criteria outlined in section 186 (V) of IRPR were met:

• the program in which they are currently enrolled is a post-secondary academic, vocational or professional training program, or a vocational training program at the secondary level offered in Quebec

Does this mean only if i had applied to a university in Quebec, then my amendment would have been successful? This really sounds dumb, as I wanted to join a University in Toronto not in Quebec.

I further checked on this SECTION 186 OF IRPR and its a section about foreign nationals holding study permits in canada. HOWEVER I am not a foreign national so why was this denied?

Please help, as I need a sin number to work part time as well as to open a bank account here etc.

That is how you should read it. What program are you enrolled in Ryerson as an undergraduate? Are you studying part-time or full-time? That could be a reason for the denial/refusal. Also how old are you? Are you 18?

You arrived on a study permit and your father on a work permit in Canada. That makes you a foreign national. You hold nationality of a foreign country, which is not Canada. You will be a foreign national until you become a citizen of Canada, if you choose to. So Section 186 applies.

So did you apply to amend your study permit from secondary to post secondary? Do you change DLI to Ryerson. If not you need to do so. You are not eligible for domestic fees with a parent on a work permit.

Your post is confusing. When you switched from high school to university, did you notify IRCC?

BTW - you ARE a foreign national. Anyone who is not a Canadian citizen or a Canadian permanent resident is a foreign national. So this means you are a foreign national. No, it wouldn't make any difference if you were studying at a university in Quebec.

Tell us if you notified IRCC that you changed schools before you joined Ryerson. We need this information first. I think you failed to do this since IRCC still thinks you are studying at the high school level.

You need to reapply for a study permit. You only qualified to study at the elementary, high school or cegep level in Canada through your dad. You shouldn’t have been able to attend Ryerson especially as a domestic student. You were only allowed to attend cegeo in Quebec at this point. You are also likely out of status at this point. You need to restore you status or leave and reenter but you also need to apply to get your own study permit that isn’t dependent on your father’s WP. You would also be required to pay international fees.
