If you get an approved study permit, you can work. You need to pay first year tution and showing $10k in funds plus show education and career advancement to justify costs then you may get an approved study permit.
I would add that if you are studying full time, you can only work part time (20hours/week) on regular semesters, and full time during the summer, if you are not taking courses that term i think. Depends on the conditions in your study permit.
It will not be possible to cover all your costs by working while studying. In some of the smaller cities finding part-time employment employment may be difficult. You will need to rely on savings to cover a good portion of your costs.
