Studing in canada after PR

I have received PR as a dependent through my father this May, I am currently doing Btech in computer science in India. My grades so far are low so I might not get admitted as a transfer student. I want to drop out and join an undergraduate course in the same field in Canada. I had given my 12th standard exams in 2012.
My question is can I apply to a university after 2 years.

10th standard: 8.8 cgpa
12th standard: 76.2%

Yes, you can (depending on program) but the university would want to know what you did in those two years..
