Students Visa Rejection: Purpose of Visit

One thing always pops in my head, if its mentioned in gic website that Students Visa could be a pathway towards PR. Then why are many Visa's are rejected with the reason : Purpose of visit. Its obvious that the student wants to graduate from a Canadian institution as it offers PGWP, ultimately creating pathway towards Express Entry. Isn't it double standard.? .

Anyways just a thought, If anyone wants to throw some light on this, I will appreciate it

The rejection isn't because they don't want the applicant to be a PR eventually, in the fullness of time.

The rejection is because they doubt that the applicant is a bonafide student in the near term, and they feel that the applicant may be trying to get a visa to enter Canada and then not study.
