I have a friend who is looking to persue PG in Upgrad with a tie up university in Canada. Would it be considered for a work permit (PGWP).

The website seems completely unreliable. Why don't you contact the University directly?
Yes University of Fraser Valley is a DLI so any degree from that school will give you a PGWP.

But, I am not sure about 1 year online course than the rest on campus as promise the website. Stay away from that. It looks just like a scam to me.
