I applied student visa on 25october 2018 and got refusal on 7 January 2019 saying the reason
You have not satisfied me that you would leave Canada at the end of your stay.
Education background:-
I studied non medical in high school and got 90% ,got 7 bands IELTS and got admission in Dalhousie University in Bachelor of computer science paid half year fees.Moreover I got the study loan sanction of Rs42 lacs.
What should I do?

If you are looking for advice the first rule is to provide all the information regarding your educational background and the specific program that you have applied for. Just stating high school as your qualification without the stream and the name of the university that you applied will not help someone in giving advice.
You should also provide details about the fees payable the financials that you provided and other supported documents attached .
 
Second rule is apply for the CAIPS notes before you apply again. That will provide you with the VO reasons for refusal. Not just the generic ones they send you. Do t apply again until you address the actual reasons, or it will result in another refusal.

My agent suggests me to pay rest of the fees and then reapply visa.

Fire your agent. Your SP refusal may not even be due to financials. I am assuming that you have not applied via SDS as you need to pay full year's fee upfront in case of application under SDS.
Follow Buletruck's advice order CAIPS/GCMS notes and address the VO's concern and maybe you will have your permit.
