Student visa refused

Hello,
My student visa got rejected.....( submitted on 22 july 2016)
The reason for the refusal is....(Your proposed studies is not in light with one or more of : your qualifications,previous studies, employment, level of establishment ,language abilities,or future prospects and plans.)
MY PROFILE
10TH - 95% marks (also have certificate of merit)
12TH - 82% marks ( Medical)
IELTS - 6.5 bands (not less than 5.5 bands)
My course was bachelor of science at university of manitoba.
First year fees - paid
GIC - paid
My question is that - Now can i apply second time and what should i do? And what is the my weak point on which visa officer refused my visa application?

Your IELTS score is too low for a bachelor. You need at least 6 in each of the four IELTs categories.

I think you have good profile bro but it's totally depends on officer how he deal with because my nephew got refusal two time for bachelor
He had 6 bands after 12th
So he's not doing anymore for now
